Updated Visa Acquirer Monitoring Program (VAMP) Thresholds  

Visa established the Visa Acquirer Monitoring Program (VAMP) to assist Acquirers, registered Agents, and Merchants in implementing robust controls and oversight processes to prevent fraudulent and unethical business practices. Visa is updating the requirements for the VAMP by merging the existing VAMP, Visa Fraud Monitoring Program, and Visa Dispute Monitoring Program into a unified global program.  

Each month, Visa monitors levels of fraud, disputes, and enumeration, identifying Acquirers or Merchants that exceed the VAMP thresholds. Those entities identified as exceeding these thresholds must implement risk mitigation measures.  

The updated program thresholds will take effect on June 1, 2025. 

 

New VAMP Ratio 

The primary metric for the program is a single, count-based ratio (VAMP ratio) that includes both fraud and disputes on card-not-present VisaNet transactions (both domestic and cross-border). 

VAMP Ratio = Count of [Fraud (TC40) + Disputes (TC15)] ÷ Count of Settled Transactions (TC05) 

The VAMP Ratio has additional criteria: 

  • Excludes disputes resolved through pre-dispute solutions (such as Verifi RDR), depending on the timing of the data extract. 
  • Excludes TC40 fraud qualified for Compelling Evidence 3.0, depending on the timing of the data extract. 

New VAMP Program Thresholds 

An Acquirer’s portfolio is classified as Above Standard if its VAMP ratio is ≥50bps and as Excessive if it is ≥70bps; both classifications have the same minimum monthly counts of fraud and disputes to enter the program. If an Acquirer is not classified as Above Standard or Excessive, the following Excessive Merchant performance thresholds apply:

VAMP Ratio: ≥220bpsVAMP Ratio: ≥150bpsVAMP Ratio: ≥220bps

Additionally, VAMP requires acquirers to take proactive steps to prevent merchants from exceeding enumeration thresholds:  

  • VAMP Enumeration Ratio, defined as [Count of Enumerated Authorization Transactions (Approved + Declined)] ÷ [Count of Authorization Transactions (Approved+ Declined)], ≥ 2000 bps  
  • VAMP Enumeration Transaction Count, defined as Enumerated Transactions (Approved +Declined), ≥300,000
